Tuesday, September 26th, 2006 The new law outlaws Consumer 95% of mobile phone tariffs Ignacio del Castillo Expansion
The 46 million mobile phone users that exist in Spain will see their operator will change the rate they have chosen within a maximum period of two months.
At the end of next February, two months after its publication in the Official Gazette, shall enter into force the new law to improve consumer protection and users, which passed Congress last Thursday by consensus of all parties .
The proposed legislation prohibits billing installments what is known as rounding generally, both in time and the money used, and any clause providing for charging for services or products provided. It further provides that for telephony services, fixed or mobile, the unit will be the second type.
These legislative provisions on the illegality leave the vast majority of the rates they charge all mobile phone operators already established (Movistar, Vodafone and Orange), as well as the new groups that work as mobile virtual network operators such as Telstra, Carrefour and The Phone House.
Two fifty
Currently marketed in Spain about fifty different types of mobile phone tariffs. But only two rates, one-named contract Movistar your time, and one of Vodafone, the second Vitamin call, will meet today with the new standard.
The remaining charges and prepaid-card contract "for all operators or they charge per second, but after receiving the first full minute, or do so in installments of thirty seconds. Both practices are prohibited in the future.
This applies to prices Yoigo and Happy Movil. The former Xfera is the fourth operator and boasts the lowest fares and transparent market. However, charges the first full minute and then in sections of thirty seconds.
Happy Movil is the virtual operator that specializes in immigrant market and has just been launched by the distribution chain The Phone House. The new operator also offers, the first full minute and then, in sections of thirty seconds.
Orange, the former Amena, invoice all fees for seconds, is alone among the big three that you do, whether in contract as in card, but having become the first full minute. One of its virtual operators, Carrefour mobile, maintaining the same tariff scheme.
Minimum Consumption
Another practice that sets the new standard in question is the inclusion of a minimum monthly consumption. Telstra, for example, has set minimum power six euros for both contract and card, which is billed monthly or deducted from the balance, have been consumed or not. In fact it is the only operator that has implemented this concept for card customers. Most other operators have similar clauses for contract customers and, possibly, this feature will also be outlawed.
But the new rule could affect other types of telecommunications services like broadband, both fixed and mobile.
Flat fees in question

The most common are around 30 euros a month for one gigabyte of discharge, and 60 euros for five gigabytes of data received, whether consumed or not.
In any case, as all experts agree is that the new regulation will have the principal effect of raising the nominal price per minute. If nominal prices remain the same but are billed per second, the revenue of operators is substantially reduced. To keep with the same traffic volume, average earnings similar to those now obtained, the price per minute will necessarily go up.
